I had the same issue with the images in Outlook 2016 recently. Looks like solution #2 is the winner for most people. I didn’t even have to restart Outlook, but if you don’t see the images then you may want to refresh the message or restart Outlook.

A lot depends on the exact message you are seeing and the type of symptoms you are encountering.
